To get the cheat just type HELL ON EARTH.

On the first levels (Allies and Soviets), if you type either
NILATS or BITTLESTICKS you'll get mammoth tanks and your own
cruisers on Allies, and mammoth tanks and MCVs instead of
paratroopers for Soviets.

For a load of money, type RAMONEY.

Try the Aftermath map "The Hills Have Eyes" and civilians and
technicians will fire A-bombs or Telsa.

Try the map "Lunar Landscape," and the guns will be weird.
