Civilization II

In folder Civilization II Files\Support, open file "RULES.TXT",
you will be able to modify the rules of the game.

While in cheat mode hold CTRL and press v to edit throne room!

You can build roads and railroads on the ocean. Get a settler or
and engineer into a vessel, go to the position in which you would
like to build the road or railroad.  Press R. You will gain the
benefits of having roads and railroads on the ocean of extra
trade.

Go to map editor, make all map water then save, go to pre- made
world and select that map, once the game starts you will win and
get a lot of points
